Sometimes during the winter especially late December-February high pressure systems come down into the lower 48 sometimes as far south as north Georgia and Alabama. You might have noticed the skies are typically very bright and blue during very cold days the reason for that is typically the air in these high pressure systems are very dry, so little moisture is available to produce cloudiness. An additional factor is that the air in high pressure systems subsides, which is an inhibiting factor for cloud production. Heat radiates back into the atmosphere on very cold nights as well so some of the coldest nights and mornings have resulted from the very dry high pressure systems. Of course there are some exceptions from time to time when there are cold days and nights with a lot of clouds and sometimes even some snow.
